Backup Exec 15 stuck in Discovering Devices after applying Microsoft August 2017 Security patches

After applying Microsoft August 2017 patches, Backup Exec stuck in Discovering Devices and no job ran.

Did all recommended procedures for diagnosing Tape Libraries in the Veritas Knowledge base and decided to begin removing patches one by one and it began to work again after removing KB4034681.

Complete details off how this affect SCSI enumeration and Backup Exec ability to find the Tape library is not clear to me,  but it seems there is some issue that is to be solved at a later date.
